The author assesses co-operation among states as a means to which issues confronting states globally can be effectively managed with emphasis on ozone depletion and climate change. She uses the concepts of Multilateralism and International regimes as the framework within which global consensus and agreement such as the Kyoto Protocol can best serve as a stop gap measure in the absence of a central authority within the current International System.
