Cotton Cloud wants to be the best cloud ever and refuses to rain because it makes people SAD. The heat dries up the land. Sun and Wind tell Cotton to rain, but she doesn't listen. But when Cotton sees how unhappy the people are, her heart swells with sorrow and her tears turn to rain. The people dance happily in the rain!
